The National Home Builders Registration Council (NHBRC) is pleased to share its Strategic Corporate Plan (SCP) 2025–2030, which sets out the organisation’s strategic priorities and direction for the next five years.
The Strategy provides a clear roadmap for strengthening the NHBRC’s regulatory capabilities, protecting housing consumers, supporting a competent and compliant home-building industry, and contributing to the delivery of quality homes.

To protect the housing consumer and regulate the home-building industry.
Aligned with national development priorities, including the NDP 2030 and the Medium-Term Development Plan (MTDP), the SCP 2025–2030 focuses on three strategic programmes:
01 | ADMINISTRATION
Strengthening organisational efficiency, integrated governance, financial sustainability, and economic inclusion.
02 | REGULATION
Improving regulatory compliance and strengthening the capacity of homebuilders and technical professionals.
03 | CONSUMER PROTECTION
Enhancing housing consumer protection and contributing to adequate housing and improved living environments.
OUR STRATEGIC PRIORITIES
The NHBRC will focus on:
• Strengthening consumer rights, remedies, and complaints resolution.
• Enhancing registration, inspection, and enforcement.
• Developing people and technical capability.
• Advancing research, materials testing and Innovative Building Technology (IBT);
• Strengthening ICT and integrated services.
• Promoting governance, risk management, and accountability.
• Maintaining a sustainable Warranty Fund; and
• Expanding strategic partnerships and economic inclusion.
OUR COMMITMENT
The implementation of the SCP 2025–2030 will require collaboration across government, industry, municipalities, traditional leadership, professional bodies, homebuilders, technical professionals, and other stakeholders.
Through these partnerships, the NHBRC seeks to strengthen regulatory compliance, expand access to consumer protection, support industry capability and promote quality and climate-resilient housing.
